Ghana’s Infrastructure Transparency Index (ITI) score of 35.76 percent places the country well below the global average of 50 percent, signaling persistent transparency and accountability challenges in how public infrastructure projects are planned, procured, and managed; while the score represents an improvement over the 2021 subnational pilot, stakeholders describe it as “not encouraging,” particularly due to weak information disclosure, limited citizen participation, and inadequate management processes. The report was launched at the Coconut Grove Regency Hotel in Accra, on 26th November 2025. The survey was a joint collaboration between CoST Sekondi-Takoradi and Transparency International - Ghana, shows that although Ghana performs relatively better in the legal enabling environment—reflecting robust laws—the systemic gap between policy frameworks and their implementation remains significant; government officials have acknowledged the findings and committed to reforms, including more competitive tendering and efforts to improve open data access and oversight in flagship infrastructure initiatives.
